Choosing a Plugin to Create a Website?

Recently, the idea of a site appeared, I think it’s not worth explaining the details, but in general - something very similar in appearance to "Do it" or "Farpost" - 2 types of accounts (I would like to), personal account, page with services. In addition, you need to attach a mandatory subscription for one of the types of accounts.
I work with WordPress.
Initially I thought to work with a plugin like bbPress, but I would like to know if there are better plugins and resources for this, as it could save a lot of time - plus, I don't know much about php.
If someone has come across something similar, please help me with a solution, and I hope the above didn’t sound like: “In short, we have an idea for a project like Skyrim, only bigger and more modern. The budget is 6,000 rubles.”

for 6k, it’s unlikely that something will come out adequate if you hire someone ... put the template in, put the visual composer (it will make it possible to build a page without knowledge of html, adaptively and cross-browser) and put any of the above plugins or UserPRO and do it on your own).
