Choosing a payment system for the site with the ability to deposit and withdraw money. Which is better?

A payment system is required for the site. (IP - Ukraine)
Users can deposit and withdraw money on the site, so different options for both input and output are needed.
I am considering the main options: Visa/Mastercard, WebMoney, Qiwi, Yandex.Money
What payment system would you recommend?
The main criterion is low tariffs and it is desirable that the deposit or withdrawal be 0%, if any.
UPDATE: payments should be accepted both from Ukrainian users (hryvnia) and Russian users (rubles). In the future, we are also planning Belarus and Kazakhstan, but I don’t know how they are doing there.

Interkassa not suitable? We have been using them for almost a year, you can withdraw funds to different wallets through the API.

There are none, withdrawal and input cost money for cards, this is two or three percent with good turnover, for electronic money it is less but also not zero.

Personally, I really like the Payeer payment system, everything is very competent, high-quality, and most importantly, it’s just done there, you can also include it in the list of the above payment systems and you won’t go wrong)

Ukraine? licpay (it seems a daughter of a private bank), before Russia came to Ukraine (or rather, Ukraine decided to leave the protectorate of Russia, and there it went on the knurled), it was the best option for payments with input / output and beautiful commissions, now xs.
You won’t be able to work directly with visa / mastercard cards (read, it’s expensive for the initial investment), you need an intermediary for any, and he will take a commission from the turnover and create 100,500 problems, hiding behind financial regulators.
Currently, the only financial instrument that is cheap to implement is bitcoin, but so far it is still far from users..
ps An interesting option may be the choice of an intermediary working with bitcoin, the same bitpay, for example, it will act as a gateway-converter between money and bitcoin, and from any side, both clients and yours.

Choose Raccoon or Robokassa. Now these are probably the best payment systems, given the criteria that you have listed.
