Choosing a free platform (language) for desktop development to work with the database?

Good afternoon! Tell me which way to look when choosing a language (platform) when writing a desktop application designed to work with a database, with the possibility of replication (such as distributed databases in 1C). Preferably free. Thank you.
ps Sorry, I found a similar question. It's already been asked. Thank you.

C# for Win is the best choice for today.
"Replication" (distributed databases) is easily implemented on completely different technologies, not necessarily related to desktop programming.
