Which CMS to choose, or you will have to order development.
approximate description:
1- Referral system like for joomla( php-programmist.ru/portfolio/ref-system/partner-pr... , or which plugin for CMS you recommend)
2- Ticket system (like www.kayako. com , or some kind of plugin for CMS that you advise)
3- Connecting the possibility of buying goods (in this case, buying a place in the list) from different wallets (connecting an aggregator)
4- And the rest, Personal account\settings, News, Deposit-withdrawal of funds , and a couple of simple pages
What best fits this description (CMS or writing from scratch, or something else ...)

hostcms - a good option comes out, there are many modules for payment systems, and a referral system (30k)

If I were you, I would look for better developers with experience. You want to do business, not open a blog with cats.
Everything that you described in one box is just Bitrix in the edition of Big Business, it seems to be called. There is technical support and a store with a referral system.

Too big requirements, look for people who will either write to you from scratch, or better take some kind of boxed solution and add everything you need to it.
