I want to create a virtual library. Therefore, you need a CMS with an emphasis on organizing files, the ability to restrict access to files to certain categories. What can you advise?

There is a bookstore engine Online Bookstore , a brief description in Russian . It is rather a framework, there is no localization (?).
So you can choose either to sharpen the same Drupal or Joomla CMS or find a specialized open source engine.

Alfresco. Not exactly a CMS, big and heavy. But it turns out conveniently, beautifully, with search, tags, folders
