Choosing a CMS for a collective blog

I have an idea for a website.
Something in the style of a collective blog, with the only difference that each user has a category of posts in which he publishes posts. In this category, you can quickly track the first posts.
For example: User X has a phone and a vacuum cleaner. He creates two subcategories about vacuum cleaner and phone models in the Home Appliances and Smartphones categories, in which he describes the stages of owning these devices.
We need the possibility of common standard categories that each user has (Smartphone, Home Appliances), then they create their own category or without specifying it.

Those. I see the structure of the post: User X (link to him, profile, posts with categories) > Category Smartphones (with a choice of posts from this user or from the entire site) > Subcategory Samsung Galaxy S3 (Clicking opens a page with all posts about the device from this user and similar posts from others) > Post 5 Month of phone ownership, firmware update.

The rating goes both to users and to categories with posts separately.

You need an adequate choice of CMS (maybe some support it out of the box) or writing a plugin for it. What can you advise?
