Choose modx or yii?

It is necessary to transfer a large federal site to the current technology stack. The main requirement is the convenience of managing content and access rights - there are more than 100 editors in Russia, respectively, there should be a minimum of questions with filling, everything should be intuitive. There is a sufficient level of programming in Yii and a complete understanding of how to implement the task on it. There is also a desire to complete the task in less time. Will MODx help to implement a convenient and customized administration panel faster, or will everything have to be done manually? At the first stage, the site is a static resource - a business card, the content for each city is different. At the second stage, an online store integrated with SAP will be added.

I'm new to MODX (in particular revolution) and judging by the work of those people who make interesting projects on Modx, including online stores, this cms is a good option.
There are many add-ons for administering galleries and more. Add-ons can reduce the work at times. The installation and interface in modx is as simple as a calculator, but also functional.

This question must be answered by the developer himself. On the framework, you will need to think through a lot of things that are already implemented in modx, but you can write on the framework the way you want. Here, rather, the question is: "Is there time to study the instrument?"

Modx is a cross between a CMS and a raw php framework.

Your question rests on your needs. If MODX cannot fulfill your needs, then it makes sense to switch to your own development on any framework you like. But before making such a decision, make sure you have exhausted all the possibilities of the CMS to get this or that functionality, and whether you can implement everything you want on the framework in a fairly short time.
In my opinion, MODX is enough for a normal resource. What is missing - you can add and connect as a module.
