Choose a program to emulate the floppy drive?

It's no secret that in the homeland of elephants, many government agencies still use floppy disks to store key information. All my adult life I've used VFD (Virtual Floppy Drive), a free emulator that works with floppy images, to work with floppy disks. But I ran into the brakes of this software on certain PCs. Please tell me free analogues of this program?

There is such an option ImDisk Virtual Disk Driver FDD floppy drive emulator in Windows 7 there is also a link to the official page.

Under Windows, as far as I remember, I used the share-ware version of WinImage. A floppy disk emulator was attached to it, but I just don’t remember which one - it seems to be just ImDisk. On Linux, I use dd, mount, and mtools to manipulate floppy images. If it's important for you to simply save the entire floppy, extract data from it, or modify it, then dd+mtools is fine (there are also versions for Windows).
If floppy emulation is required for DOS programs, qemu or dosbox can be used.
