Choice of System for training and work?

Good day comrades . Closer to May - I will finish my second higher education in MIS and decided to start learning programming. I don’t have any special knowledge (I took the Software Engineering/html/css/java-essential course), but I have enthusiasm. After reading a bunch of forums and communities, I still could not come to a conclusion on which operating system I study ?. I am familiar with Windows and have experience with Linux Mint 17. I also got acquainted with Mac OS. The third one I liked outwardly and even dragged on a little. Wherever I go - I constantly met - the poppy is a weak machine, 16GB of frames is not enough for virtual machines, the battery will die on the laptop in two years and there is no possibility of an upgrade. With my zero experience, if you please, I will not use them so actively for another year.
Before me was the question of choosing a system on which I will study programming and also do my own work on the profile.
Budget - up to 3000 dollars.
The choice is between a personal computer and a macbook pro retina.
I understand the difference in computer performance and macbook pro, but is it really so demanding on resources? I would be glad to receive a full-fledged answer, taking into account time / performance / needs. It is possible to bribe a monitor to a laptop. What approach do you think is the best investment in terms of programming and learning? Thank you for your attention.

16 GB of RAM, the more powerful the processor, the better, everything else does not care .
