There is a new google play account with a linked qiwi or Yandex money virtual card. Payment is made on the emulator. If you buy anything over 500 rubles, then you receive the error "Could not checkout due to a high level of risk. Please try again in 30 minutes." After 30 minutes, even a day later, the error repeats. I tried to install a VPN, use a google account without a phone number - it does not help.
Does anyone know how to get rid of this error?

Hmm... these are processing settings based on a set of conditions. And the inscription is standard in case of failure on a certain set of conditions. True, there are a couple of nuances here:
1. Do you buy in Google foreign or Russian? If the first, then Qiwi and Yandex refuse, if in Russian, then a ghoul may also refuse
