Cheap WiFi thermostat for Russian batteries, what's relevant?

I am interested in reading about smart home systems. But there is such a confusion in technologies and standards that the head is spinning. I found out for myself that the most interesting control center that you can install and configure yourself is openhab, from commercial devices from Vera, and smart devices themselves must support Z-wave (preferably). As for finished products, I find it difficult to answer.
If DIY, then I recommend a bunch of ESP8266 + external ADC + temperature sensor + block of 2 relays + solenoid valve.
The budget for such a product, excluding work, will be 1800 rubles.
