Charges of Karma

Why are karma charges spent when trying to raise karma to someone who cannot raise it?

Well, for example, I have “25 votes for karma”, I go to% username% with karma 0 and give it a plus in karma.
I still have 24 votes for karma, and %username% karma becomes 1.
Immediately, I again click on increasing karma for %username%, his karma does not increase (1 remains), but the number of votes for karma remaining for me decreases by one unit.

Is that how it should be?
