Changed ip on the sim card from dynamic to static by proxy server. How to fix?

The point is this. Some time ago I began to notice that some sites block my ip, I decided to check it. As a result, it turned out that my dynamic ip is being replaced through a proxy server with some static ip:

The SIM card does not store proxy and IP settings.
Do you connect to the network through a cellular operator or via WiFi?
