Change Wifi network without JB

Is it possible on IOS in my program to use the standard system API to connect to an arbitrary Wifi network? Those. the program is launched, something thought, received a list of networks, connected to a certain one, received and sent data, returned everything back.

Unfortunately no, there is no public API for managing network connections on IOS.
You can only receive information - which AP is connected to, statistics, etc.
