VKontakte: It is possible to delete all comments (for example, using VK Helper).

But mentions to my already deleted comments still lead to my profile when you click on the name.

VK ID cannot be changed, VK domain can be

Yes, the user id is unchanged. You can only delete a user and create a new one, then his id will be different.
