Change variable from settings.py?

There is a third party application, say:
django-push-notifications
Which, depending on the variable in settings.py, uses either the live or test server to send push notifications.
How to make the value of this variable be readable from the database and set from the admin panel, in order to be able to switch between the production and test push server from the admin panel?
