There is a customer, I am the only programmer. I need to create a project on github for his project. He will pay for the paid account on github. Someday I may leave the project and transfer it to another developer, it is clear that I will add a user to the project on github.
Question: in this case, do I need to create a github account in advance in the name of the customer and then add myself there? If I create a project on my account, will there be any problems with transferring it to other people after me?

There will be no problems with the transfer if the customer also pays for private repositories, and if you paid once and created a private repository, then it will always be private. In addition to transferring to an account on which it is impossible to create a private repository.
Use BitBucket if you don't want to pay, you can create private repositories there for free.
