Change PostgreSQL encoding?

I work with windows 7
Guys, I'm starting to work with ROR and immediately ran into a problem, after installing PostgreSQL I run the runpsql.bat batch file which lies in scripts/runpsql.bat. I make a connection:
server[localhost]: localhost
Database [postgres]: postgres
Port[5432]:5432
Username[postgres]:postgres
Password[postgres]:postgres
and throws out this warning:

I write the command \dg
and displays the table in abracadabra

Guys, if who knows the solution: I will be very grateful.
