as far as I understand, this is cp1251 read as UTF-8. Please make a script in python or something else that will rename them all in a crowd into a normal human language!

PS the decision is necessary for Windows.

cd ~/каталог_с_файлами
convmv -rf cp1251 -t utf-8 --notest *
