Centralized management of TVs within the organization
I didn’t know how to properly name the question, but the bottom line is this:
There are 5 TVs in the organization without Smart TV, but with DLNA. The task is to be able to control each TV locally, so that they turn what I tell them (everything at once and without a remote control).
Since they only have DLNA reception, the idea was to upload a file to the DLNA server, and on each TV set to start it manually for endless playback, and if necessary, simply replace the file on the server. - Hands have not yet reached the test.
Tell me, if anyone came across, what are the ideas for implementing such a system? With the authorities, we are still leaning towards the option of buying additional set-top boxes for each TV that can be controlled remotely. But again, which ones? So that it doesn’t turn out that they can only be controlled from the remote control ...
I'm looking forward to specific solutions. Thank you.

As an option, buy inexpensive USB Android mini PC. The size of a USB modem. Connects to HDMI. And you will have TVs with SmartTV
DLNA is not only “clicked on the TV - it started playing from the server”. There, as far as I know, there are several classes of devices, among which:
Media Server - where the files for playback come from.
Media Renderer is what displays (plays) these files.
Control Point - what controls the process (control panel).
Often devices combine these classes.
So, in theory, you just need to turn on DLNA on the TV, then run the DLNA Control Point on the admin computer, upload the necessary files to the DLNA Media Server, and order using Control Point to play these files on the necessary Renderers.
It seems like on Windows versions of the Media Center class, the explorer context menu even has the “Play to” item, which lists all the DLNA Renderers available on the network.
Isn't it an option to put all TVs on the video input mode and connect to the signal source computer through a splitter? HDMI or even an analog cable.
Maybe it's easier to turn on a separate channel on each, and manage the video stream already? It doesn't matter how. Toli ipitivi, toli dvb, toli analogue.
