There is a running firewalld service, there are many users in active connections.
It is necessary to restart the service, not a simple --reload of the rules, but to completely restart the process. And so that the current, established connections do not fall off.

What for? In general, then you already need to dig in the direction of iptables, and not in the direction of firewalld, since firewalld is nothing more than a wrap around iptables. Moreover, the firewall functionality itself is part of the kernel, that is, there is no process as such, and the same iptables is a configuration utility, and the firewall itself is a netfilter)
