Cellular answering machine, mobile phone with answering machine function - does it exist?

Is there an easy, up-to-date way to set up an answering machine for a mobile number? I mean locally on your device, into which a SIM card is inserted: download your voice message for the caller, record his message "after the signal". It doesn't matter what it will be: an application for any more or less relevant mobile OS, a separate special device or an option in a dialer. The latter would probably be the best. Are there any current (available for purchase right now) mobile phones / devices with an answering machine function?
(Of course, you are aware of the existence of voice mail in nature.)

Great question! Operators earn money on us and control the server's correspondence. Is there a local autoresponder on other OSes? Or hardware.
