Category design?

I create a menu through categories, when I add new categories, there is a whole list in the design section.
For example, when I select the home design, the newly created category will have the same design as the main page, and when I select the information design, a "blank" page appears with a button and text. The question is, how can I change the design of information (placement of blocks, etc.), because in the template - information section, when I change .tpl files, nothing happens, but when I go to template - product and change something in the product.tpl file, then everything changes on pages with design information. Why is this happening and how can I change the design of only pages whose design is set to information?
