Catching a form request to the server!?

No crime, I want to figure out how a get or post request of the form www.gibdd.ru/check/fines looks like , I want to make a form on my site (there are, of course, partner solutions), so how to catch the request?) thanks

Sniffer Fiddler (if Windows). I like it better than the tools in the browser.
If not Windows, then Wireshark is possible, but it is too low-level, hard.

F12 in browser (Chrome) brings up developer tools. Among them is a request monitor that shows what data is being sent or received.
