Cant with adaptive layout in chrome emulator?

What could be the reason when the responsive design is not adjusted in the chrome emulator, only when you press CTRL + 0 everything falls into place? Without an emulator, just narrowing down the browser is ok. I compared it with other sites and everything is in place at once, everything is adjusted, everything works.
There were suggestions that I wrote the meta tags of the viewport crookedly, but I even copied them manually from the bootstrap template to the basic template:
it doesn’t help ...
I can’t throw off the site itself, because it’s impossible, but can anyone come across or maybe have suggestions on this problem?

There is such a problem, and I still haven’t found a solution, because it happens every other time, I can go into the emulator and the site will not adjust, then I’ll check later and everything is fine. There was no solution to the problem, but now you know that you are not alone :))
