1. npx create-nx-workspace nameworkspace (or yarn create nx-workspace --package-manager=yarn)
2. Select angular as the start application
3. ng add @nrwl/react
4. ng g @nrwl/react:app react-app
5. ng serve react-app

Am I the only one who is confused by this? Maybe choose react?
