Cannot open URL deploy to server with domain and static ip?

I've been sitting for two days, I can't open the site.
The varnik is hosted in webapps tomcat, the site opens up in LAN.
Port 8080 on the router is forwarded to the tomcat machine.
2ip says port 8080 is open.
but instead of the site, the admin panel of the router opens.

so forward another port if 8080 is occupied by default by the router
