Can you suggest / recommend a program for entering and displaying data?

Hello.
We have branches. They send their reports in excel files, they are tired of combining these files and then making diagrams.
Please tell me, recommend, is there any program (I will install it on the server, and branch users will enter the program through the browser) with the ability to enter monthly numerical information? and I so that I could then see the overall report in the charts based on the results?
Qlik, Microsoft BI, etc. I looked too expensive. Yes, and that's not it. Need something simple
with respect.

Terminal server, on it Excel and on the User for access of each branch. "Multi-User" Excel File - Each branch has one page. They connect via RDP at least all together, at least one by one, and fill out their pages. Save. Diagrams are built as the pages of branches are filled.

you can write a simple site on asp.net mvc with ms sql and diagrams,
if you go through two half-hour official tutorials - write it yourself easily, there will be questions - contact me, I'll help, I don't mind
