Can you recommend software for a public touch terminal with a city map?

Dear colleagues, I have a task to use a vandal-proof 13 "monitor (VGA) with a touch screen (USB). The idea is that anyone can get acquainted with a map of the surrounding area (city map), maybe look for something. Others functions are not expected and except for the cards, the user is not allowed anywhere.I'm
going to buy a compact computer for this (I haven't decided on the model yet) such as MSI DC111-045XRU.Main
questions:

• how to close access to all functions except maps? Is there something ready?
  
• Windows? linux?
  
• what software to use to display maps? For example based on OSM?
  

And of course, all software (except perhaps the OS) should be free.
