Certainly. A QR code is an ordinary two-dimensional barcode (they probably saw it on paper in stores), it's just a slightly different format.
It absolutely does not matter what this type of barcode is applied to. You can put it on paper, leave it in electronic form, print it on a banner, or even draw it by hand, as long as the code is correctly encoded.
