I choose computer configuration for photoshop, web development and some 3D. There is such an option:
Processor: Ryzen 5-1600 (although 2600 will be released in the future, I think it's worth waiting for it)
CPU cooler: boxed, then I'll replace it.
Motherboard: ASUS Prime B350-E
Video card: Geforce 1030 or GTX 750 2gb
RAM: Kingston HyperX Fury 2400 MHz, 2 sticks of 8 GB
Hard drive: WD Blue 1 terabyte
SSD: 250 GB M.2 drive Samsung 960 EVO
Block power supply: EVGA 430w
Case: Deepcool Tesseract BF
I don't play games, from overclocking - probably only RAM, but only if needed.

If there are no games, then one GPU in the processor is enough , especially if it's Ryzen 2 ***
But he can and should take the memory faster.
3200 will be fine.
