Can Xamarin Studio be used to create WF Applications?

Can Xamarin Studio replace Visual Studio 2015 for Windows app development?
This question is of interest because recently it has begun to bother me that Visual Studio takes up almost all the space on my tablet with the Win 10 operating system.
If there are better alternatives that, in terms of functionality, will be able to create WF applications and the editor itself will weigh many times less then I will be very grateful for such information.

Есть SharpDevelop, маленький, портативный, бесплатный аналог Visual Studio. 98% всего функционала в нем есть и работает нормально. Сам пользовался, вполне можно использовать.

Нет, только под Android.
Есть MonoDevelop, project rider и еще что-то, но я их не использовал и ничего сказать про них не могу.
