Can WebGL not be supported by the graphics card?

I remember that in flash derect-mode was not supported by my video card.
Does this mean that WebGL will not be supported either?

If there is no hardware OpenGL, there will be software (via mesa). True, programmatically it will be very slow.
In general, even in the framebuffer OpenGL works.
