The man came from the Krasnoyarsk Territory, and according to him, he didn’t change his SIM card, didn’t do anything - he just flew to Moscow, and that’s it.

I really want to believe him, but due to my knowledge of Whois / tracert, although weak, I can’t.

So the question is - can somehow a mobile phone, for example, TELE2, having arrived from the Krai, receive 92.113.103.xxx in Moscow?
