Law No. 94-FZ prohibits specifying a specific brand of the purchased product, so the documentation indicated that the devices must be Apple "or equivalent." At the same time, the characteristics of the device are described in such detail that there is a suspicion that, apart from quite specific devices from Apple, there are simply no equivalents. I would like knowledgeable people to confirm or refute this assumption. Below is an excerpt from the auction documentation:

And what do end users care about the number of layers of abstraction in the OS? Nonsense.
The size of the distribution is no more than 378 MB.
I can’t even imagine in what sick head such a condition could appear (however, like those mentioned above). But this doesn’t really matter, because iPad doesn’t suit them at this point in principle: the file size of the iOS 5.1.1 firmware for iPad 3 downloaded by iTunes (or available via a direct link from Apple servers) exceeds 1GB. And since there are no analogues, comrades will remain without tablets until the criteria for selecting devices are corrected.
