Can the program be improved?

Hello. I ordered a freelance program. The contractor wrote it in JAVA and uploaded a .jar file as a result. Now it was necessary to finalize this program, but the contractor who placed the order for a long time does not get in touch on the site. Do I need some sources so that another person can modify the program, or is the .jar file somehow unpacked and can be modified?
