Can the Google Map API be used for non-commercial purposes?

I didn't use the Google Maps API for a long time - when it became necessary to link a card, I started choosing some alternative options. Finally I decided to figure it out - after all, they seem to promise $ 200 a month "for cards", and it's not so easy to spend them.
Created a key. Got the message "You must enable Billing on the Google Cloud Project". I went to connect. And here in the "Try Google Cloud Platform for free" dialog, in the second step, Client Details - Account Type. I'm not "you represent an educational institution, organization, company or joint venture", so I should select "Personal". And there seems to be no choice.
Am I doing something wrong, or is this functionality disabled for some reason?
