Can the capacitor be replaced?

In the circuit, it is advised to use a 1000uF electrolyte capacitor.
I have one for 25 volts, but the problem is that the circuit is powered by 5V
. In this connection, the question is, will the conder be charged and release 25 volts further along the circuit?
P.s. they advise to hang it on the incoming power from the usb port so that the device has enough current to start up, but now it’s not enough .... But the volts are knocking down

If I'm not mistaken, 25 volts is the maximum allowable voltage supplied to the conder, and not how much it will release.
