live example from my own laptop on which any access to the network is only through a VPN, without a VPN it cannot get anywhere.

Necessary clarification: gateway 192.168.1.254 - the address of which is not on the network and will never be, is needed because if default gw is not specified, then OpenVPN cannot push the gateway through which everything should go when connected.
post-up /sbin/ip route add VPN_IP via 192.168.1.1 - the route to the VPN server through the same gate, because somehow you need to connect to the VPN.
