Can't run django site on server?

I was given permission to use the server. I say right away the server is on Windows 7, the version on it is Python 3.7. The project itself should display Hallo World. But when I launch the site
, it crashes (what privit py writes next is specially written to make sure that the server at least reads manage.py)
