Can't load referenced assembly to execute .net framework?

I can not run the finished project on the local. Initially, the required was .net framework 4.7, but I have 4.8, can there be a problem with this? If so, how to install 4.7? I can not install 4.7 because it gave the error "you have version 4.8 installed"

newVersion of the "System.Diagnostics.Tracing" assembly, even if other assemblies have changed to 4.0.0.0 and make sure you change this in the correct .config file.
