Can't install SSL for mysql?

I'm not very good at "how to make ssl for mysql" so I used the instruction
When I use it Shows that YES and there are file names, but in phpmyadmin it says that SSL is not used I don’t even know which way to dig, I would be very grateful SHOW VARIABLES LIKE %ssl%;

Do you need to open phpMyadmin via ssl? or a connection to the mysql database?
If phpmyadmin - then this is for the web server settings
