Can't create channel for Telegram in C#. Is it possible to do it not through the phone but in visual studio? The bot was created to send messages to the channel is also configured

You can't use a bot.
You need to emulate the client in your program (look, there should be a ready-made library), log in with a phone number and password in the code (may also enter a confirmation code) and only then interact with the bot that creates other bots :)
