Can't connect to postgresql9.5?

Hello, I installed postgresql9.5 on the purchased Ubuntu VPS

I want to connect to the database I use the

Because you need to give access to an external ip, and not to a local one that is not available from the Internet.
In general, it is better to use an ssh tunnel
