Can't connect to csgo server hosted on amazonaws, what should I do?

On amazon aws, location Frankfurt, I set an instance, bound ip and opened udp and tcp ports from 26000 to 28000. When connecting to the server, it constantly writes in the game console "Retrying public (ip: port) ..." , after that, an alert with an error appears in the main menu "connection failed after 30 retries". What to do in this case? And where can I find the problem?
upd: there is a steam api, I checked my ip there, writes that it’s true, although it’s not true
