Can't build Visual C# 15 compiler?

This is my first experience with Visual Studio, before that I used SharpDevelop and Code::Blocks.
Clean install of Windows 10 x64 (with embedded .NET 4.6).
Installed Visual Studio 2015 Community from the official site.
When I try to create any C# project I get a message

Can't build Visual C# 15 compiler, reinstall Visual Studio
and the project is not created.

I'm not going to guess what's wrong.
Cleaning and reinstalling didn't help.
Googling did not give anything, except for the knowledge that reinstallation has not helped anyone yet and useless (in my position) advice to try downloading and installing the iso image.
What to do?

It's better to start with old versions, not new ones, the old ones are easier, there are many Service Packs, solutions for various "bugs", install the old Express, i.e. 2008, 2010.

Did you install from a web installer or from an iso image? From the image it is more stable, judging by SO.
