Can't access certain sites?

Ubuntu, dns 8.8.8.8, most sites have access, but they don’t want to work on getcomposer.org either in the browser, or in the terminal, or ping.
I also go with Windows, the result is the same.
When I connect the PC via the mobile Internet (via wi-fi), then it visits the sites).
How to remove this problem?

make a tracer to this address, look at which section it starts to stop responding.
also make a tracer from your mobile. see the difference.
