Can someone, if I don't download anything, access my PC/router?

Can someone, provided that I don’t download anything, hack my computer / router? (Without social engineering and provided that the passwords are not default.) And if so, how and how to protect yourself from this? (Connect via
ports for example )

Yes. If without vulnerabilities, it can directly ask for all your passwords, and gain access if you say so.
What does it have to do with downloading something, and how else can you hack without social engineering and exploiting various vulnerabilities - I don't know.

Yes, by default, the password on the router is usually empty, whoever wants to come in. And on some - also WPS with a predictable key

No. Because "nothing to download" is possible only on the condition that your provider's cable is disconnected :)
Because immediately after connecting it, you start downloading! For example, data from the provider about the address assigned to you :)
