Can personal data be stored in the cloud?

Hello!
We are making an application that will store, among other things, personal data (name, passport, date of birth).
We want to use the cloud (it looks like Selectel, Azure, as I understand it, is no longer due to the location).
But somewhere I read that you can not use the cloud to store personal data, they say, you need a separate dedicated server.
Does this correspond to reality?

If, from the point of view of legislation, you need to have one of the databases in Russia, not necessarily the main one (I don’t know, maybe just a hole in the law). Only in Russia it is not necessary yet.
If, from the point of view of reliability, the most reliable storage, as recent events have shown , will be your own server

Yes, it is quite. The data must be located on the territory of Russia and have security checked and approved by the FSB (encryption).
