Can iptables and iproute2 work together?

Good afternoon!
There is a configured iptables with forwarding, routing, filtering. Devices get their ip via dhcp to the poppy address for the office, and all the rest fly to another subnet with the appropriate filtering. Everything works well, but there was a need to limit the speed of certain office devices. They advised me to install iproute2, then separate devices via dhcp to a different subnet and assign rules for these devices via iproute2.
Never worked with iproute2. Will this link work? Can you describe the setup process in more detail? Perhaps you can advise another way (easier) to limit the speed by ip. iptables could not help me with this through its limit.

iproute2 and iptables are different entities dealing with completely different issues.
Of course they will work and work together.

can work together
in iptables it is possible to mark packets in the mangle chain
in iproute2 and tc can use these marks for their own purposes
